introduction
The
Rotary Club of Baywalk Manila, though considered young in
existence (barely three (3) years old running four (4)) was one
of the outstanding clubs of District 3810 in 2005 garnering
seven (7) awards during its first year. The strength of our club
is mainly on the service programs rendered by the members which
included outreaches specially among the less fortunate members.
The signature project of the Club which it undertook was the
“Mass Wedding” of almost 300 couples in the city of Manila and
nearby municipalities with the Rotary Club of South Korea as its
Partner. This was done last December 2005.
CP Butch Vibar has a soft spot in his heart for
prisoners/inmates. In 2005, he celebrated his birthday at the at
the Camp Bagong Diwa’s Detention Center for the abandoned street
children and young offenders composed of more than 200. Food,
entertainment and gift-giving was made. The members of our Club
were there to render their support.
Then,
CP Butch and the club members went to the Correctional Institute
for Women in Mandaluyong City in 2006 to bring food, gift-giving
as well as entertainment. In the two outreaches, amount of money
spent and hours shared, though, was quite insignificant, but the
joy brought to the hearts towards the recipients were very
significant indeed. The spirit of giving to the inmates was
already present in the heart of CP Butch long before the birth
of the RC Baywalk Manila.
The idea of adopting a village or barangay by our Club started
in the term of PP. Francis Villegas. A barangay in Paco-San
Andres, Manila became the first. A new member, Rtn. Elvis Patao,
a resident of the area, became the President. He later-on became
the elected Barangay Chairman in the election held this year.

The idea however of adopting a prison as the next RCC, happened
when then Pres. Edy Sy (now past president) together with CP
Butch Vibar visited the BUCOR, Reception and Diagnostic Center
last December 2006 when one of its active and comedian member,
RTN. was sentenced to suffer a term of
4-7 years in prison for the crime of Direct Bribery the he was
charged of in 1994, while being a police Officer of the Western
Police District and convicted in 2002 together with two (2) Sr.
Agents of BID and a bar topnocher- lawyer. On appeal however,
before the Sandiganbayan, the Mastermind was later-on acquitted,
while the other BID agent and the lawyer are still free on bail
while on appeal before the Supreme Court.
Rotarian
Dick with around seven (7) years as member of the Rotary
Club, serving as Club Secretaries in two different Clubs,
received several awards, had attended several meetings and had
been guest speakers in the R.C. of Israel, Egypt, Australia, to
name a few, maintains his innocence up to this day.
The brilliant idea was proposed by PP Edy to the club during the
succeeding meetings and was unanimously approved to adopt and
organize an RCC at the BUCOR. The plan was aborted however when
however, when Rotarian Dick informed the Club that his stay at the
RDC was only short-lived. He was later-on transferred to his new
home for the next two years or less at the Medium Security
Compound.
After he was able to established friendship and goodwill and
trust among his fellow inmates and BUCOR employees, the right
timing has come when again CP Butch organized a project called
“Project visit Dick on Christmas”. This time, the President of
the Club is Rtn. Romy Malcampo. With the renewed enthusiasm from
the Club members to pursue that old dream, that quest finally
came true and was achieved last December 29, 2007. The RCC was
finally born birthed at MSC, conceptualized at RDC and to be
nurtured in the heart of RC Baywalk Manila and in the spirit of
Service.
The birthed was a perfect timing. While at the RDC, another
inmate, Ted Canay was
a past president of RC Amorsolo. The vision was shared to him.
While at Medium Security Compound, PP Ted and Rtn Dick still
pursued the same spirit. Rtn. Dick shared the same vision of
establishing an RCC to PGI Felix Bombay, the current Head of the
Vocational Section of the MSC, Camp Sampaguita. PGI Bombay is
not new to the Rotary’s ideals and vision since he used to
attend several meetings in the past of some Rotary Club, invited
as guests. He was frequently visited by Rotarians from other
clubs since the Vocational School which he heads at presents is
also being groomed as its pilot project, but only the RCBM had
brought home the bacon.
Last December 29, during the visit, another inmate, Cornelio
Carmona, Jr, who is an alumnus of the U.P. College of Law, and
currently acting as the Chairman of the 6.000 inmates inside the
Camp known as the Inmates Advisory Council was likewise so
enthusiastic to inform the Officer-In-Charge of the Camp
Sampaguita that the Rotarians were here. Jun Carmona played a
vital role that day which will never be forgotten in the history
inside the Medium Security Compound.
PIS Geraldo I. Aro, did not doubt for a moment about the glad
tidings the Rotarians were bringing! He enthusiastically
welcomed the good gestures the Club and spoke of his good
impressions about the Rotarians.
As a good spirit of gestures, the Rotary Club of Baywalk Manila
and the Essential Support for Prisoners. Inc. of which Rtn. Dick is the Chairman Emeritus, jointly contributed for the
First Prize for the “Feeling Pogi” Contest which was held last
December 31, 2007 inside the Camp.
An informal special Rotary meeting was held inside the Office of
PIS Aro. Overwhelmed by the events, breaking some protocols, the
RCC was born inducting new members. PGI Felix Bombay was elected
as the President, while Jun Carmona, as Vice President. PP Ted
Canay and Dick were elected as Trustees/Directors.
